The rules clearly say that a team manager can use a mobile phone inside the dressing room, but not in the dugout. The dugout is an active match area where players and coaching staff sit during the game, so strict rules are followed there.
Sources said that Romi Bhinder had asked for permission before the tournament due to a medical condition and had been in hospital for three weeks. Still, officials from the Board of Control for Cricket in India clarified that mobile phones cannot be used in the dugout to make or receive calls, even for such reasons.

The charge is related to the use of a mobile phone in the dugout. As per the rules, players and team staff are not allowed to use mobile phones in the Players and Match Officials Area (PMOA).
